Public Cloud is one based on the standard cloud computing Model in a way a service provider makes resources.

A public cloud is a Multi-tenant service which is based upon the standard module of cloud computing where a third party service provider provides resources like Cloud Storage, Virtual Machines (VMs) and Applications to end users over the internet.
End Users have no control or visibility over the placement of the infrastructure. Services are either free, very low cost or are on a pay per usage model, so a waste of resources is inevitable.
We can not select cache, hardware or storage performance (SAS/SATA) in the public cloud. Public cloud provider only decides the hardware part and the network for the user. Also, PCI, SOX or HIPAA compliance cannot be provided in the public cloud because it is a multi-tenant environment where the user’s server shares the network devices, storage and hardware with other multiple users in the cloud.

USA showed 64% growth in revenue in 2015, will witness a drop of 4% and will account for 60% growth by 2019.
