Earlier there were limitations concerning Partial Domain Licensing(PDL) policy for using multiple plans in the same domain of an organization, however, Google removed the limitations by segregating the SKUs in two parts namely Business SKUs and Enterprise SKUs with multiple plans in both of them which was not the case earlier.
The organizations can choose the best suitable plans within the same SKU family without any limitations and to choose both the SKU family, PDL policy will be applicable. There are several use cases in which the Organizations have demanded higher plans for the users in higher management for more storage and additional features.

Now they can opt for higher plans for those users who need additional storages of advanced features. Google Workspace Business Starter, Business Standard and Business Plus are the Business SKUs available to purchase. The existing G Suite users can move to Google Workspace even if they are in the term contract and accordingly upgrade few users as per the need for the higher SKUs.
After the announcement of such flexibility, Google has seen a huge requirement coming out from both new customers as well as existing customers to get higher plan SKUs to mix and match with the lower ones. At the same time, Google has mentioned that for mix and match between Business and Enterprise SKUs there are still some limitations.
