Set Storage Limit on User and Shared Drive from GWS Admin Console
Administrators can set storage limits for users and shared drives, without policy storage use is limited only by the total pooled storage for your organization
As an administrator you can control shared storage, for users as well as shared drives in your organization.
Using the Storage limit policy you can increase or decrease storage. Shared (pooled) storage is now available in the Business Starter edition.
Steps to create storage limit:
Login to admin console (admin.google.com)> use Super Admin credentials > search Storage
Click on Manage> Select Organization Unit > Select User or Shared drive storage limit to create the policy.
Now turn on > Select storage limit > Select unit > click Save
